The SLC, a subdivision of the Department of Training (DfE), has struggled to keep and recruit employees, particularly in technology roles, according to the report.

The shortage is attributed to high staff members retention in competitive recruitment markets, with proficient technology specialists using positions at organisations that give larger salaries and or larger positive aspects. This, the report suggests, has pressured the SLC to devote greatly on company staff.
